Frederick is the administrative center of Frederick County and the second largest city in Maryland. The city was founded in 1745 by German settlers and incorporated in 1817. Frederick occupies a land area of 22 square miles. Approximately 70,000 people live in the city.

In 2016, the city of Frederick developed two new staff positions for its police department. The first was a heroin coordinator, who helps police identify trends in overdose data. The second was a peer recovery coach who helps connect people experiencing addiction to counseling services. Many of the city’s police carry naloxone, a drug used to help individuals who have overdosed from opioids.
